Interactivity exists in the choice of what to view, how deep to go in any direction etc.

Although I have seen a CD Rom of a children's picture book - the narrative itself was not interactive. Rather the user flipped from page to page and in each page, clicking on characters or images caused them to act out some predetermined script.
