In this rendering of a one-point perspective grid system, the unit of measure is no longer made of equal parts.
The unit of measure decreases in length as it moves in from the four corners, both horizontally and vertically. The rectangular grid formed by the horizontal and vertical red lines scales down in size as it approaches the center, vanishing point.

No horizon line here. The vanishing point at the center, is hidden behind the blue rectangle. In real space, as on the ocean, one never reaches the horizon. But here, in this space, we are looking down the "shaft" of the horizon line which is that vanishing point in the center.
All of the space scales down to that one point.

Thus we could interpret this drawing as the view looking down the horizon line, which we can never get to.
